Traffic Congestion Mitigation Strategies at Road Intersections with Limited Space

Traffic congestion at intersections with limited spatial capacity is a common problem in urban areas, leading to decreased movement efficiency, environmental quality, and user comfort. This study aims to identify the factors causing congestion and to formulate mitigation strategies based on the relationship between spatial functions, area activities, and road space capacity. This research employs a quantitative approach using the Relative Importance Index (RII) method to assess the significance of factors contributing to traffic congestion at intersections along the Jalan Pulau Galang corridor, Pemogan Village, Denpasar City. The results indicate that high traffic volumes, limited intersection space capacity, roadside activities, and inadequate supporting facilities and infrastructure are the main contributors to congestion. These findings suggest that traffic congestion is not solely caused by technical vehicle movement issues, but also by an imbalance between spatial functions, activity intensity, and road space capacity. The proposed mitigation strategies focus on area spatial restructuring and improving the quality of road space as public space, including the control of roadside activities, intersection spatial reorganization, and the enhancement of spatial legibility and user comfort. This study emphasizes the importance of spatial and architectural approaches in understanding and addressing traffic congestion problems at spatially constrained intersections within an integrated road corridor system.
